I think it's run by the city. You can search for "alley" or "Liquor store" or "street" within a certain mile radius of your choice.

CinemaScout (http://www.cinemascout.org/cgi-bin/WebObjects/CinemaScout) may be what you are looking for, then.

Doesn't sound like it was STAR you were looking for, but CinemaScout coincidentally handles that too. :)
