Selling MOW "teleplays"

I'm curious if there is a market for selling "movie of the week" scripts (ie, made for TV movies) to networks and such. For instance, say I wanted to target the sci-fi channel. Aside from writing a good sci-fi script (that fits the parameters of TV), is the process similar to trying to sell a spec script to studios (sending out queries to execs and producers, etc)? I wasn't sure if all scripts for this kind of thing are done "in house" by writers that already work for the network, or if there is room for outsiders to sell their teleplays. Thanks.
