Cut the shot in half where you want the transition, make the last part B&W and leave the first part color.

Now add a Cross Dissolve between the clips. Mess around with the settings. Voila.

You should be able to keyframe the hue/saturation filter over time.

Add the filter "desaturate" and then set the keyframe where you want the video to start going to black and white 0, and when you want it to be full bw then make the keyframe 100
