in the game and 50 cent music video hate it or love it... they used this myst like blury effect. or even better in that young buck music video look at me now.

how can you do that in adobe premier pro?

also in eminem's sing for a moment, and a dozen other music videos. they make the color white strike out as if it was shining, or just blury maybe. how do you do that?
