As far as responsibilities, is he/she any different than a production manager? I need to help a L.A. producer find one in Louisiana for a low budget film he will be filmming there.

Not much different in my experience.

It's often a credit given to an exceptional UPM who needs the credit on her way to the producers chair. And relevant to your question, a line producer can also be the "producer" on location.

But the duties are still the same as a UPM.
