cartoon animation question

I'm looking to produce a 5 min promotional animation to put on my web site to promote a cartoon tv idea.
Questions: I live in NYC, should my animation house be in same city?
Question: What facilities do you recommend?

Your animation house could be anywhere really.. If you're looking to hire someone to do it for you the cheapest option may very well be overseas somewhere. If you're looking to do it yourself I can highly recommend using Toon Boom Studio, it's like flash on steroids for cartoon animation stuff.
