£150 budget for a camera.

I lost the old post I put up about video camera's under £150.

What would you recommend to me as the best for that budget?

There aren't very many in that price range.

Something to consider is audio - many filmmakers looking for a
camera do not put much effort (or money) into audio and good
audio is as important as "the best" camera. You either need a
camera with a microphone input and headphone output or you
need an audio recorder. That in addition to a good mic.

Look at the Panasonic-SD40 - no mic input.
The Sony-HDRCX115EB - no mic input.
The Samsung H300 - no mic input.
The JVC GZ-HM300 - no mic input.

Go to Amazon.co.uk and do a search. Any camera made by Panasonic,
Sony, Canon, Samsung or JVC with a mic input will be the best camera
you can get in your price range. I suspect you will have to go over your
£150 limit. But any of the four I list will be fine to start with. Make a
few short films with those as you save up more money.
 
In that price range, I'd look for a Kodak Zi8. That's what I started out with. They're pretty cheap (I think I only paid about $120 for mine), have a 3.5mm microphone input, and you can even get a cheap, stick-on wide angle lens for it (which is surprisingly good quality for $30). It does full 1080p HD, plus 720p at 60 fps. It's not a pro-level camera by any means, but it's good enough to start with.

Like others have said, there's not much available in that price range. The only other thing I'd recommend might be a used GH1, if you can find one. You can pick up vintage lenses for $30-$50 (and the camera may come with the kit lens).
