Best $400-$500 DSLR for low light

I want to save up for a cheap DSLR that has good video quality and keeps its quality in low lighting situations. I am looking at the Canon t3 but if there are any better ones can anyone please let me know.:D

With that camera, for video, you won't be able to control your aperture, ISO, or shutter speed, and that pretty much negates the entire purpose of buying DSLR for video. If you've ONLY got that amount of money to spend, I'd explore different options for DV, but really I think you should just up your budget by a few hundred bucks.
