I'm curious to know how much money people have spent on festivals? Over say a 12 month period? And what returns you consider you received?

Spent: Too much.
Received: Cynicism and Heartbreak.
Still waiting on the decisions of a handful more. A couple of them I'd REALLY like to get into.

Most recent film, not a ton, maybe $500.
4 rejections and 1 acceptance with 9 or 10 left to go.

Yeah it is very hard to measure ROI

We just spent $160 on 10 festivals. Some of our films have been accepted in maybe 3 out of 5 festivals, and others have done poorly...maybe one acceptance out of 30 entrys. Some were shorts and some were features...that makes a difference too. It's harder to get a feature accepted.
There are a few "free entry fee" festivals out there, but they are seasonal, so you have to
catch them at just the right time. But as you might imagine, the whole world enters, so it's
harder to get your film accepted. We were just informed that one of our shorts, "THE 1964 DREAM" will screen at this year's BOOMTOWN festival (a free festival). We've tried for YEARS to get something in their festival, so we are pleased. The funny thing is, "The 1964 Dream" is (in our opinion) our worst film...so go figure.
