Depends. Usually there is a electrical inspector, plumbing inspector, etc. There are rough-in inspections and then you'll have the final inspection of the home. The city is the boss and usually employs them and/or they are contracted out.

It starts with the foundation and moves up to framing. After that electric, plumbing, sheetrock, etc. as it goes in.
