IFC Submissions (http://www.ifctv.com/ifc/about?CAT0=47&CAT1=101&AID=4508&CLR=white&BCLR=FFFFFF) Sundance has shorts programs as well, but I can't find a submission page (it may be that the short has to be in the festival to be picked up by the channel).
