Filming public

I want to film one of my shorts (3:30 mins) in seattle downtown. The opening scene will be a guy wearing a Hot Dog suit walking on public side walk.

Problem/concern that I'm facing is what should I do about passing-by pedestrians? Should I put up a banner saying something along the lines "If you're passing this line, you will be recorded"?

I got a city filming permit booklet, but it doesn't really say anything about filming public...
 
Reality shows hang up signs that say if you are in that area you will be filmed and it will be consent.

You can download one of these things here and that's a form of covering your butt.

Just try not to get people's faces in the shot as much as possible. There is NOTHING that can stop someone from a civil lawsuit, but it is very unlikely.
