Does anyone have or know of a directory of US DVD retailers? I know Billboard publishes one for CD retailers.

I don't think so.
This is just my opinion: The DVD business is kind of like the CD business in which you can bring your movie to local music stores and see if they'll sell copies on consignment. Unfortunately Blockbuster put 95% of all mom and pop video stores out of business, and they only carry major distribution films. Major chains want movies they buy through distributors.
One way to round up the few mom and pop shops left in the US is get a map and do a google search of DVD shops in different states. Then approach them via e-mail or phone, and see if you can make a sale.
On-Line is the way to sell for the indie now. Unfortunately it's still difficult to get people to watch micro-budget movies when they all flock to see the latest crap Hollywood flick, no matter how awful it is.
